Health bar undamageable, dragon keeping flying over the guards, poor Dragonborn trying in vain to get his attention to the balcony's trap. And dragon still fighting only the guards under Dragonrend's effect.
This is a glitch exactly the same thing than sometimes happens with Alduin at the Throat of the World - and with the same solution. But it was the first dragon that was caught because he was defeated and then brought to dragonsreach, but you dont need to defeat him as the trap is already sprung you just need to lure him in position so the guards can drop the trap on him. Odahviing is a red dragon. Red dragons are supposedly the strongest dragons in the game, and he's the only one.

In order to fix this, you need to restart your game entirely. And no, that doesn't mean start the whole game over. Just restart your console. It should work once the save is loaded. When one unmounts a dragon after riding them, the dragon will likely fly away, however it may still become hostile towards the Dragonborn. His health bar will not move no matter how much you hit him.

Can he go to Solstheim? He cannot be summoned on Solstheim. Call Dragon is a dragon shout that summons Odahviing to fight alongside you , but only if it is used outdoors. All three words of this shout are learned during The Fallen, after which Odahviing will not respond again to this shout until the main quest is complete.
